Precinct Chairs are an elected position, but if a chair is vacant, the County Executive Committee (CEC, made up of all the Precinct Chairs in the county) can vote to put someone in that position. The Precinct Chair MUST live in that voting precinct. The Chair is elected because it is a representative of the republican voters of the precinct to the county level Republican Party. If the voters disapprove of that representative, they should be able to replace them via the primary election every two years, as Texas Election Code allows.
The most important part job of the Precinct Chair is to take part in the CEC passing resolutions which influence elected officials' positions and the over state party positions. If you want to serve as a Precinct Chair, it is paramount that you understand and support the Republican Party of Texas principles and platform.
